How to know when a desceased loved one is at peace

My former fiancee passed away last year in Nov 4 . His dob was dec 2 1986

I remarried this year out of haste, and still feel some emptiness and depression without him. I wish he knew how much he meant to me , and I wish I knew if he is in peace now in whatever world he may be at. I believe in reincarnation and all. Is there any mediums who can connect with his spirit or soul and reach out to me if he has any words for me? Most of psychics have in their profile they are mediums and when I ask about reaching out to desceased one, they say they cant.
